Allow to set up an instance without SVN repository

Description

A SVN repository is not necessary required for a given project.

It means that following settings have to be empty in conf/trac.ini file : 

repository_dir =
repository_type =

(it also gives an entry point to handle other SCM like mercurial for ex :-) )
